Goals
and objectives for the watershed plan will be developed at the next
meeting of the Advisory Committee.
For the purposes of guidance and initial discussion, the consultant
has prepared an outline of general goals.
The categories for discussion are Environmental Quality Goals,
Living Natural Resources Goals, Non-Point Source Goals, and Recreational
Goals. Goals and objectives will be developed under this outline individually
for the greater watershed region and for the In Lake region. Please review the following concepts and come
prepared to help develop these ideas with a greater level of detail
and generate new ideas as well.
WATERSHED GOALS
Environmental Quality
Goals
-
Develop
stream corridor protection standards for communities to voluntarily
adopt including possible overlay zones
-
Establish
the position of a county watershed advocate to assist in the control
of non-point sources
-
Continue
to manage and restrict point sources
-
Support
ongoing local and regional comprehensive planning efforts
-
Further
identify and protect aquifers through existing DOH regulations
-
What
would the goal be regarding growth inside and outside the sewer district?
Living Natural Resources
Goals
-
Continue
to manage the fisheries so that populations are stable, abundant and
healthy
-
Protect
designated wetlands
-
Purchase
and protect regionally important wetlands such as the Great Bear Swamp
-
Obtain
easements, or purchases to protect other important lands along Saratoga
Lake and the Kayaderosseras, including wetland headwater areas (use
of easements, perhaps)

Locate
and digitize highway culverts and stormwater discharges
-
Work
with communities to enforce DEC nonpoint source rules

Continue
to seek grants for farms CFLO
IN LAKE GOALS
1. Environmental Quality
Goals

Develop
a permanent lake water quality monitoring program

Build
a stewardship program with residents and visitors

Build
university involvement in lake water quality issues

Should
the drawdown policies be reconsidered and revised?

Should
there be a paid lake manager for Saratoga Lake?

Should
Saratoga Lake be managed as a Class A or B in terms of water quality?

Should
the lake be managed to preserve the existing water quality or attempt
to reach a higher standard?
2. Living Natural Resources
Goals

Increase
the efficiency of the harvesting program

Finalize
an integrated invasive species management program

Develop
a program to track and monitor new invasive species

Establish
a volunteer pre-launch and post-launch inspection process to control
the spread of invasive species
3. Non-Point Source
Goals
-
Stabilize
and revegetate the natural shoreline

Provide
adequate educational materials to residents so that they can do the
right thing

Educate
landowners on the proper use and disposal of pesticides, herbicides
and fertilizers
-
Consider
competing needs and come up with a balanced policy regarding the placement
and removal of navigational aids

Consider
recommending no increase in parking at the state boat launch

Reduce
the potential for conflicts of use among boaters

Develop
a system to regularly monitor recreational activities on the lake
